Transforming service excellence: Defra’s EPR programme

The Department for Environment Food and Rural Affairs (Defra) provides in the region of 700 services, many of which are being transformed digitally to function better for citizens and businesses. Defra describes its digital ambitions as an “exciting time” for service transformation, with nine areas of work which will help deliver its 2025 milestones and 2030 ambitions. The department’s digital and data transformation strategy sets out to enhance public services across the Defra group over this period.

Integral to this digital transformation was for Defra to develop a new digital service for its Extended Producer Responsibility (EPR) for packaging programme. This is being delivered by digital services provider, Eviden. The service is designed for certain businesses that use, handle, import or generate packaging to take actions to comply with legislation concerning EPR.

The challenge – multi-phase resource consultancy for a large Digital Programme

Eviden required a strategic resourcing partner to meet the deliverables for this large and complex service design programme for Defra. The service required the provision of full digital talent solutions, from team procurement and screening to dynamic resource allocation. This multi-phase project to develop the EPR service (to be used by thousands of UK organisations), also needed a partner to manage diverse digital skillsets across key programme stages to eventual go live under Defra’s Service Design methodology.

Eviden also wanted to work with a Leadership Team that would be easy to engage with through speed, agility and reliability of service provision. Most importantly, it required a partner that demonstrated a broad and expert knowledge of Digital Transformation across the public sector.
